Mikhail Mishustin: IT sector remains one of fastest-growing areas of Russia’s economy

Russian prime minister highlights achievements and outlines priorities for the country’s digital economy


The information technology sector remains one of the fastest-growing areas of the Russian economy. Over the past six years, its share in the country’s gross domestic product (GDP) structure has doubled. During the same period, sales of Russian digital products and services increased almost 4.5 times by the end of 2025. This was stated by Russian Prime Minister Mikhail Mishustin, according to the official government website.

As Mishustin noted, state support measures for the IT sector have proven effective.

“Over the past five years, the revenues of 5,500 organisations consistently utilising these incentives have more than tripled, while their workforce has grown by 1.5 times,” the head of the Russian government said.

The government plans to continue supporting the information technology sector, which Mishustin described as one of the drivers of industry.

He particularly highlighted the spread of Russian software, now used across more than 10 million workplaces, supporting financial management and business processes at thousands of enterprises throughout the country.

Among Russian developments, Mishustin drew attention to computer-aided design systems and product lifecycle management systems, software for building information modelling, and industrial process automation systems.

“Industrial competence centres, now established across all key sectors of industry, have significantly accelerated this transition. They have created a fundamentally new framework for collaboration between industry leaders and software developers. Enterprises have been able to consolidate and clearly articulate their requirements for digital solutions,” Mishustin stressed.

In aircraft, engine and shipbuilding, general and railway engineering, light industry, transport, logistics, trade, finance, construction and housing utilities, this figure now exceeds 90 per cent. Over the past six years, the cloud services market has grown more than fourfold.

According to Mishustin, it is now essential to act proactively in the fields of cloud services and artificial intelligence: not merely creating equivalent products to meet organisational needs, but also anticipating changes and competing successfully in new and emerging перспективные areas.

The prime minister instructed Russia’s Ministry of Digital Development to continue actively introducing Russian software at critical infrastructure facilities based on a full-fledged cloud environment.

Industrial competence centres, together with experts, will by the end of the year prepare and submit to the government proposals for the necessary and promising artificial intelligence services for each sector.
